Notable Historical Events Related to Drug Abuse in Richmond
Richmond was the center of a major DEA (Drug Enforcement Administration) raid in March 2020 when a resident named Hector Estrada Cervantes contacted an undercover DEA agent and asked him if he wanted to purchase a pound of methamphetamine for $2,000. Cervantes unwittingly tipped authorities off to the location of over 20 pounds of methamphetamine at the home of Juan Luis Contreras-Rodriguez, aka “El Diablo,” in Richmond.
When DEA agents searched the Richmond home, they located approximately 20 pounds of methamphetamine. The drugs were concealed within a wet-dry vacuum. Cervantes and Contreras-Rodriguez were both arrested and charged with conspiracy to distribute over 50 grams of methamphetamine and arraigned at Federal court in San Jose.

Contra Costa County Health Services offers a variety of services to assist people with alcohol and/or drug use disorders. Outpatient drug and alcohol services are available at Ujima Family Services West, located on San Pablo Ave. in Richmond. Inpatient treatment services are available at the WestCare Richmond Health and Wellness Center located on 23rd Street in Richmond.
