In June 2020, an Alameda man pleaded guilty for his role in a narcotic import operation. James Heyward Silcox III, a U.S. Coast Guard Commander, pleaded guilty to three counts of illegally importing controlled substances into the Alameda area. According to investigation details, Silcox began purchasing Tramadol pills in 2017 from an unknown online distributor believed to be located in Singapore.

Evidence showed that Silcox continued to receive several shipments of roughly 500 to 1,000 pills a month from three separate overseas suppliers between 2017 and 2019. Silcox would use local P.O boxes, encrypted communication applications, emails services, and cryptocurrency services to illegally obtain the drugs in the U.S. He faces a $250,000 fine and maximum 5-year prison sentence for each of his charges.

Local Initiatives to Curb Substance Abuse in Alameda, CA

To address the concern of drug overdose deaths in Alameda County, the Overdose Prevention and Education Naloxone Distribution (OPEND) project saves people at risk by supplying necessary resources. Through the use of syringe exchange sites, OPEND provides substance abusers with resource kits that contain the emergency drug overdose treatment drug Naloxone. These kits also contain information regarding harm reduction programs and homeless outreach organizations in the area. From overdose prevention education to Naloxone administration training, OPEND also works to provide local providers with crucial resources to better assist the Alameda community.
