San Francisco prosecutes very little, provides free drug paraphernalia, including hypodermic needles, rubber tourniquets to pop veins, metal cookers for heroin, and sheets of foil and straws for fentanyl and crack pipes,” says Lee Ohanian, who specializes in economics at Hoover Institution.
