Back in 2016, the Minnesota legislature passed the Drug Sentencing Reform Act. The approved bill works to better assist offending drug abusers with treatment while more harshly targeting drug dealers. The law established new regulations that separated substance users from dealers, including new offenses, revised sentencing guidelines, and established mandatory minimum sentences.

Prior to the Reform Act, mandatory minimum sentences were assigned based on individuals' prior drug convictions. Rather than counting previous drug offenses, mandatory minimum sentences are now assigned based on the quantity of the drug discovered and whether the individual possessed a firearm, in order to more harshly punish dealers as opposed to users. Likewise, the bill reduced the minimum sentence for low-level drug offenders to better focus the time on providing drug addiction treatment rather than solely punishing the individual.
