In 2021, the Johnson County Commission voted to accept over $1.9 million in federal, state, and local grants to provide mental health and substance abuse services throughout the county. This included a two-year, $927,513 grant from the federal Substance Abuse and Mental Health Services Administration. The funds will be used to hire 4.5 full-time equivalent employees to assist incarcerated individuals dealing with substance abuse and mental health issues as they prepare to re-enter the community.

This initiative will offer clinical support as well as direct aid such as clothing, food, transportation, and financial assistance. It is expected to lower rates of recidivism and help keep drugs off the streets of Overland Park and the surrounding area. While the grant pays for a two-year program, the effects are expected to last well into the future.

Substance Abuse Trends and Statistics for Johnson County

According to Johnson County Chief Medical Examiner Dr. Diane Peterson, there has been a recent jump in opioid-related deaths across the county. In 2019, the total number of opioid-related deaths was 34, and in 2021, this number spiked to 86. Dr. Peterson says that the bulk of these deaths were linked to the use of fentanyl, a non-pharmaceutical-created opioid.

Across the state of Kansas, total drug overdoses increased by 54% from 2020 to 2021. Of those, approximately 44% were linked to fentanyl or fentanyl analogs, 44% involved methamphetamines, and the remaining 12% were linked to the use of other drugs such as prescription opioids, cocaine, and benzodiazepines.

Local Initiatives to Curb Substance Abuse in Overland Park, KS

In Johnson County, paramedics and law enforcement carry the opioid antidote Narcan or Naloxone, helping to reduce the area's overdose deaths. In addition, the Johnson County Mental Health Center (JCMHC) provides mental health and co-occurring substance abuse disorder treatment to area residents. The center also offers adolescent treatment for youth aged 12 to 18 and has an adult detox unit that is available 24 hours a day, 7 days a week for individuals in acute withdrawal.
