To create a more organized approach to the opioid epidemic present throughout Catonsville and the surrounding Baltimore County area, local officials created the REACH (Recovery, Education, Assessment, Collaboration, and Help) plan. Constructed by the Baltimore County Department of Health, this plan addresses the concern of substance abuse and opioid overdose death through the use of various initiatives across the county.

For example, under the "Recovery" initiative, the county has implemented the use of Certified Peer Recovery Specialist (CPRS). These certified individuals meet with clients to provide Naloxone training and crucial resources that can be used to save someone's life in the event of an overdose. Under the "Collaboration" initiative, the county created an opioid intervention team to coordinate partnerships between emergency personnel, schools, and hospitals that aid in substance abuse and overdose reduction.

Notable Events Relating to Substance Abuse in Catonsville, MD

In 2011, the Federal Drug Enforcement Administration announced the arrest and sentence of a Catonsville dentist who was operating a large-scale prescription opioid selling operation. According to reports, Dr. Kenneth Riley, 49, was sentenced to 30 months in prison for possession with intent to distribute hydrocodone pills. During the investigation, detectives discovered that from at least 2005 to 2010, Riley illegally sold more than 140,000 hydrocodone pills from his dentist's office, home, and other Baltimore County area locations.

The discovery came about following the arrest of a local drug dealer, who told law enforcement that Riley sold 1,000 pills to him each week at a price of $1 a pill. Law enforcement later staged multiple drug deals with the dealer and Riley, where he was eventually arrested. Upon the execution of a search warrant at his home, another 2,000 pills were also discovered. In addition to his prison sentence, Riley was ordered to forfeit $157,350 in proceeds from the operation and pay a $25,000 fine.
