In February 2023, a former West Linn dentist was sentenced to 70 months in federal prison after he attempted to steal more than $170 million in COVID-relief funds and illegally distributed a large amount of prescription drugs. According to reports, the West Linn dentist illegally distributed thousands of prescription drug doses for roughly four years prior to his fraudulent COVID-relief program involvement.
In August 2020, U.S. Drug Enforcement Administration (DEA) and Clackamas County Sheriff's Office officials raided the dental practice and home of the West Linn dentist. A collection of Schedule III and Schedule IV drugs, including Xanax, Tramadol, Lorazepam, and anabolic steroids, were found. In addition to abusing his position as a dentist to obtain these drugs from pharmaceutical manufacturers, investigators also learned he used the dark web to access many of these drugs.

The Oregon Senate passed SB 238 back in April 2023, which mandated the collaboration between the Oregon Board of Education, the Alcohol and Drug Policy Commission, and the Oregon Health Authority for the development of a new drug prevention curriculum for local schools. The bill, which has now been signed by the governor, requires school districts to implement lessons highlighting the dangers of fentanyl and other opioids beginning in the 2024-2025 school year.
The introduction of this bill comes at a time when local schools witnessed multiple student deaths involving fentanyl across the state just over the past few years. In addition to the curriculum that covers the general risks of opioid abuse, the bill also requires teachers to educate students about the Oregon Good Samaritan Law, which provides legal immunity to those who report personal opioid abuse concerns to law enforcement or seek medical treatment in the event of an overdose.
