Local Initiatives to Curb Substance Abuse

Philadelphia's response to the overdose crisis in 2023 includes a comprehensive strategy focusing on preventing overdoses, reducing harms associated with substance misuse, engaging and supporting impacted communities, and expanding access to behavioral health treatment and recovery services. According to the City of Philadelphia, the city plans to move beyond a one-size-fits-all approach by developing targeted, culturally affirming community engagement efforts citywide. That includes investing $3.5M in community-based efforts and increasing the number of Housing First opportunities to support people without homes at different stages of recovery.

Additionally, the Department of Behavioral Health and Intellectual Disabilities Services (DBHIDS) is launching mobile methadone citywide and increasing accessibility to Medications for Opioid Use Disorder (MOUD) in Philadelphia prisons.

Effective January 1, 2022, Philadelphia's ordinance prohibits pre-employment marijuana testing with specific exceptions for certain job categories like law enforcement, positions requiring a commercial driver's license, and roles involving care for children, medical patients, or vulnerable individuals.

Local Drug Busts or Events

One notable event occurred in January 2024, when authorities seized 3.6 million dollars worth of heroin and fentanyl, marking a substantial blow to drug trafficking operations in the area. Two individuals were charged in connection with this operation.
