Manchester, New Hampshire, has one of the highest substance abuse rates compared to other cities in the state. The state has a Good Samaritan law that expands access to naloxone, a drug that can help reverse the effects of an opioid overdose. Still, the number of people dying from drug overdoses continues to trend upward.

Opioid abuse is a pressing issue nationwide, and New Hampshire is no exception.
