Community Efforts to Address Drug Problems in Burlington, MA
The city of Burlington, along with its accompanying county of Middlesex, has experienced rising concern over overdose deaths linked to the opioid crisis. As the opioid-related death rate peaked at 120 times higher for inmates released from Massachusetts prisons than anywhere else in the country, Middlesex saw an opportunity for improvement. In 2015, Middlesex County established the Medication Assisted Treatment and Directed Opioid Recovery (MATADOR) program in efforts to curb rising trends of drug abuse through the use of incarceration.
Targeting high-risk inmates, including those in Burlington, the MATADOR program aims to prevent relapse into drug abuse and related criminal activity post-release. The program combines medication-assisted treatment with post-release recovery support navigation, and many of the inmates who've completed its courses have shown significant success in avoiding harmful choices outside of prison. According to the Middlesex Sheriff's Department, as of April 2018, 82 percent of the 337 inmates who participated in the program have not reverted to previous behavior.
Policy Proposals or Recent Local Laws Regarding Drug Use Laws
In March of 2016, Massachusetts Governor Charlie Baker enacted the Act Relative to Substance Use, Treatment, Education and Prevention. This new law became the first in the nation to establish a seven-day supply limit for first-time opioid prescriptions, along with a seven-day limit on all opiate prescriptions for minors. The act also established requirements for medical personnel to routinely check the Prescription Monitoring Program (PMP) database prior to writing out prescriptions for drugs with high chances of abuse.
Furthermore, the Act Relative to Substance Use, Treatment, Education and Prevention expanded existing efforts within schools to monitor drug use among students. According to the law, mandated verbal substance misuse screenings are required annually amongst two grade levels. Additionally, schools in Burlington as well as throughout Massachusetts must collaborate with the Department of Public Health to enforce addiction education policies.
