In May 2017, the Centers for Disease Control and Prevention (CDC) declared the alarming amount of substance abuse country-wide as a national opioid epidemic. That month, Florida Governor Rick Scott signed Executive Order 17-146 to establish a Public Health Emergency in Miami-Dade County and the rest of Florida.

Under the order, the state received $27 million in federal funding from the U.S Department of Health to help establish and expand substance abuse prevention, treatment, and recovery resources. The order also established a standing order for Naloxone, the emergency opioid overdose treatment drug, to expand easier access to treatment across the state.

Notable Events Relating to Substance Abuse in Aventura, FL

In November 2020, two Miami-Dade County police officers were charged for their roles in a drug trafficking operation. According to reports, Officer Roderick Flowers and Keith Edwards Jr. conspired to traffic large amounts of cocaine through the Miami area. According to the investigation, the two officers are believed to have picked up 10 kilograms of cocaine from a Mexican drug cartel location in Homestead, FL to be delivered in Aventura, FL.

In addition to the transport of cocaine, Flowers and Edwards each made $5,000 in cash for the exchange of their protective services. Luckily, what the two officers did not know was that the cocaine was fake, and the Mexican drug cartel dealers were actually undercover law enforcement agents. Furthermore, it was discovered that Officer Flowers had also been on payroll for a large-scale money laundering operation.
