Notable Historical Events related to Drug Use in Russellville, AR

In 2002, authorities were noticing a spike in fatal overdoses in Russellville, AR. After some investigation, they realized that the same name, Dr. Randeep Mann, was appearing on prescription labels.

Several patients of this doctor made claims of trading sex for prescription drugs. Dr. Mann denied these allegations, but in 2003, his license was suspended. In 2004, his license was reinstated, and the number of overdoses rose again, including 18 deaths of Dr. Mann's patients. His license was suspended again, and he was forced to give up his DEA license.

After his license was suspended, Dr. Mann came up with a deadly plan to bomb the Medical Board Chairman, Dr. Trent Pierce. He was found guilty of seven counts and was sentenced to life in prison.

In 2016, local and federal agencies began an investigation to put a stop to drug trafficking in Russellville, AR. Officers discovered multiple people distributing methamphetamine throughout Pope County.

During this investigation, one man was in possession of multiple ounces of meth and was found to be distributing it throughout the area. This man, also a member of a white supremacist group, was charged in 2017, along with 44 other people for drug and gun violations.

Community Efforts to Address Drug Problems in Russellville, AR

The Arkansas Naloxone Project is making an effort to save the lives of those that overdose from opioids, giving these people a second chance at life. They are providing law enforcement and first responders with Naloxone kits and training. As of June 2020, they have saved over 500 lives.

These kits, which are funded through federal and private grants, contain Narcan which is a drug that reverses the effects of opioid overdoses. Kits are also given to nurses, librarians, treatment, and recovery facilities.

During the Covid-19 pandemic, the number of drug-related overdoses has gone up and because of the Arkansas Naloxone Project, 92 lives were saved during this pandemic time. As a comparison, 44 lives were saved during the same time period of 2019.

Governor Asa Hutchinson has issued a standing order that allows for pharmacists who are licensed in Arkansas to sell Naloxone to people who have friends and family at risk for overdosing on opioids.

There is an app called nARcansas that offers a free resource about opioid overdoses and education on how to administer the drug. Importantly, it should be noted that anyone who administers Naloxone to someone that has overdosed is immune to civil liability.
