Substance Abuse Trends and Statistics for the City of Peoria

Drug use across the state of Illinois has seen a significant uptick in recent years. According to state police, the 2021 fiscal year saw large increases in drug seizures including a 400% increase in fentanyl, a 260% increase in heroin, and a 190% increase in methamphetamine. During that same time period, agents from the Peoria Multi-County Narcotics Enforcement Group (P-MEG) made 25 seizures of illegal drugs with an estimated street value of more than $665,000. This represents a 654.97% increase in seizures of heroin, a 107.71% increase in meth, and a 731.15% increase in illegally possessed pharmaceutical drugs.

In the city of Peoria, drug overdoses are also on the rise. In 2011, the Peoria Fire Department (PFD) administered just 14 doses of Narcan. By 2021, this number had increased to 258. These numbers also do not tell the whole story. While the widespread distribution of Narcan to the public means that fewer people die of narcotics overdoses, it also means that a large number of overdose reversals are not reported.

Local Police Efforts to Address Drug Problems in Peoria

Probation and prison time were once the go-to treatments for habitual drug addiction. However, in an effort to reduce drug-related crime and recidivism, 10th Judicial Circuit Associate Judge Sean Donahue has spearheaded a new option - Peoria County's "Problem Solving" court. This program is essentially court-mandated therapy for individuals dealing with mental health, DUI, drug, and veterans' issues. It focuses on helping individuals deal with the underlying problems that lead to their drug addiction and subsequent crimes. There's also additional accountability, including frequent drug testing and weekly meetings with a probation officer. According to past studies, these types of programs typically result in approximately a 10% decrease in re-arrests. Donahue says, to him, this is "still a win."

Notable Events Related to Drug Use in Peoria

The streets of Peoria are a bit safer, thanks to the arrest and sentencing of a prolific drug dealer. In 2021, a 39 year-old Peoria woman was arrested with 9 pounds of high-strength methamphetamine, known as "ice." She eventually pled guilty and the courts sentenced her to 14 years in prison with a mandate that she serves at least 85% of her sentence. It was also ruled that law enforcement should keep the $21,579 that was seized at the time of her arrest. According to U.S. District Judge James Shadid, who presided over the case, the amount of drugs that were seized made the woman "a drug dealer of 'extraordinary' proportions."
