In March 2019, the Pennsylvania Department of Health (PDOH) introduced a new approach to dealing with the growing concern of opioid abuse and overdose. With local emergency units acting as first responders for drug related incidents, PDOH developed a “warm hand-off” approach to incidents involving drug overdose.

As per this approach, the medical professional treating the overdose patient will facilitate a direct transition to substance abuse disorder (SUD) treatment following emergency treatment. Medical professionals can now evaluate patients using the Warm Hand-Off Care Map, to properly place those struggling with substance abuse with the correct treatment service.

For those who are at risk of deadly opioid overdose, Naloxone is an effective treatment drug used in emergency situations to reverse symptoms. For quite some time, Naloxone was only available to medical and public safety professionals for emergency situations. Fortunately, Pennsylvania Secretary of Health Dr. Rachel Levine recently signed a standing order to expand access to the treatment drug.

Under the expanded order, individuals or the family of individuals who are at risk of opioid overdose are now able to obtain Naloxone without a prescription. Furthermore, under the standing order, community-based organizations including churches and homeless shelters may also provide access to those who are at risk. It’s recommended under this order that eligible persons complete a training program by the Department of Health to ensure proper and safe administration of the drug.
