Notable Events Related to Drug Use in Cedar Rapids

The Cedar Rapids area is a bit safer now that the leader of a local drug ring has been sentenced to 30 years in federal prison. In 2022, 62-year-old George Patrick Ashby was charged with running a drug ring and distributing methamphetamine and heroin in Cedar Rapids between 2018 and 2020. Evidence shows the drugs came from the Burlington, Iowa area. Ashby was also in possession of firearms and had distributed firearms to other members of his organization. Two other men who were working with him were also convicted of conspiracy.

Community Efforts to Address Drug Problems in Cedar Rapids

According to Recovery Iowa Cedar Rapids 360, a community-specific report on local drug recovery efforts, Cedar Rapids scored 44.9 on the Recovery Ready Community Index (RRCI), putting it in the top 30 communities in the state. The local area has 107 peer support meetings each week, which is more than what would be expected for a city of this size.

Resources and support may increase even further, thanks to the U.S. government giving the Iowa Department of Health and Human Services $9 million to fight the opioid crisis. Rod Courtney of the Cedar Rapids-based not-for-profit organization CRUSH, says that the announcement from the White House is "encouraging," and he looks forward to a planned $104 million investment in expanding substance abuse prevention services in rural communities.

Recent Local Laws Passed Regarding Marijuana Diversion in Linn County

In January 2021, Linn County launched a Marijuana Diversion Program designed to give first-time marijuana offenders a second chance. To successfully complete the program, defendants must be evaluated by a credible substance abuse provider, complete recommended treatment, and complete 10 hours of community service. They must also appear at all court dates and not be arrested and convicted for any new law violations.

If the program is successfully completed, the state will dismiss the marijuana-related charges. If the program is started and not completed, the defendant will go back into the regular docket. According to a 2021 report, in the first year, 114 first-time offenders entered the program and 28 of them (36%) completed it successfully.
