Appleton's Law Enforcement Addiction Assistance Program (L.E.A.A.P.)
Recognizing that opioid and other forms of drug addiction are a public health crisis, Appleton officials launched the L.E.A.A.P. program in 2017. This program gives drug addicts the ability to seek help from law enforcement without concern about being arrested or prosecuted. It's only available to residents of the City of Appleton or those who are attending school in the city.
Participants in the program will receive amnesty for possession of paraphernalia or controlled substances that are turned over at the time of the screening. Since detox programs in the area are limited, participants will also receive physician assistance with non-narcotic medications to help with withdrawal. If the participant is facing outstanding charges, the program coordinator will notify the district attorney's office that they are participating in and complying with the program.
