Notable Historical Events Related to Drug Use in Jackson

In April of 2022, Jackson resident Cory Winston pleaded guilty to dealing heroin across Ocean County and Brick Township. When he was found at a storage unit in Brick Township, police attempted to detain Winston, but he became “combative” and “forcefully resisted” police efforts to detain him, according to Ocean County Prosecutor Bradley Billhimer. Ultimately, detectives were able to recover approximately 200 grams of Eutylone, 3000 individual doses of heroin, and various quantities of methamphetamine, cocaine, and fentanyl.

Local Initiatives to Curb Substance Abuse in Jackson, NJ

Following recent overdose spikes in Ocean County, a recommendation was made to create an Ocean County Overdose Response Plan. This plan was created in collaboration with community partners and operates on a mission to:

Raise awareness about the impact opioid use is having on Ocean County
Monitor jurisdictions that are seeing major spikes in overdose cases
Implement strategies to reduce the number of overdose deaths

It seems that this initiative has begun not a moment too soon. According to data compiled in the organization’s 2021-2022 report, suspected overdose deaths in the county have increased significantly, from 189 in 2017 to 245 in 2020. At the same time, Naloxone Administration has increased from 621 in 2017 to 891 in 2020.

Policies Regarding Off-Duty Officer Marijuana Use in Ocean County

Recreational marijuana may be legal for adults in the state of New Jersey, but in the Ocean County Police Department, it’s still considered a serious offense. Despite a memo issued by acting NJ Attorney General Matthew Platkin asserting that it is legal for off-duty police officers to use recreational marijuana, Sheriff Michael G. Mastronardy informed police unions that officers would face “ramifications” for violating county policies prohibiting marijuana use. In a written statement, Platkin asserted that until the matter is settled by law, the state Office of Attorney General will regard the issue as a matter “between employer and employee.”
