Outside of federal FCRA and EEOC background check regulations, employers in the city of Charlotte must also follow North Carolina-specific laws when screening an applicant for potential employment. Under North Carolina law, specific employers are legally required to conduct background checks on individuals applying to high-risk positions. These job fields include substance abuse treatment providers, disability care, and certain health and child care services.
Furthermore, Governor Roy Cooper signed Executive Order No. 158 in August 2020 to create "ban-the-box" restrictions for state employees. Under this order, employers are unable to conduct a criminal history check until at least an initial interview has been completed. Likewise, state employers must remove any application questions that inquire into an individual's past criminal history. Bear in mind, this law currently does not include private employers and only covers state positions.

With steep restitution payments in her name, Hill went on to embezzle another $550,000 from a Rock Hill development company after she was hired as the chief financial officer from May 2020 to January 2021. With a total embezzlement amount of $1.35 million, her previous employers now understand the importance of employee background checks.
