For the 2021 fiscal year, the Puerto Rico Department of Housing in San Juan received $151,253 in U.S. government funding as part of the nation's Project Safe Neighborhood Program. This national program was designed to make communities safer by reducing violent crime. According to the Puerto Rico Police Bureau (PRPB), approximately 70% of all criminal activity is directly or indirectly associated with drug distribution.

Community Efforts to Address Drug Problems in San Juan

The San Juan Health Care for the Homeless Program (SJHCHP) provides primary and preventative health services to the homeless population in San Juan. The organization provides a wide variety of needed health and wellness services, including substance abuse and alcohol counseling and referrals, health education, psychosocial needs assessment, case management and enabling services, networking, advocacy, tracking, and community outreach. It's estimated that there are approximately 2,287 homeless people in San Juan and around 1,170 patients have been served.

Notable Historical Events Related to Drug Use in San Juan

In May of 2022, a federal grand jury indicted 41 suspected Puerto Rican gang members who had been accused of running a $58 million drug distribution operation. According to the U.S. Attorney's Office, the suspects distributed drugs that arrived from Venezuela and the Dominican Republic throughout various public housing complexes in San Juan. In addition to distributing crack, heroin, prescription pills, and other drug, the suspects were also accused of money laundering.
