In July 2023, the District of North Dakota U.S. Attorney's Office announced the sentencing of over 30 defendants, including five individuals from Grand Forks, for their role in a large international fentanyl trafficking operation. In an investigation titled Operation Denial, Organized Crime and Drug Enforcement Task Force (OCDETF) agents discovered that the group purchased fentanyl from global suppliers in China to then be trafficked throughout the U.S. and Canada.
During the investigation, law enforcement uncovered that the group's distribution efforts resulted in 15 overdoses, 11 of which caused serious bodily harm and four that resulted in death. Agents also discovered that the leader of the organization ran the trafficking operation from prison using a contraband cell phone. The Grand Forks defendants received sentences ranging from three to 20 years for charges including drug distribution that resulted in serious bodily injury.
Laws and Regulations Relating to Substance Abuse in Grand Forks, ND
In February 2023, Governor Kristi Noem signed a new bill into law that declassified fentanyl test strips as drug paraphernalia under North Dakota state law. Under previous state law, fentanyl test strips would be considered illegal drug paraphernalia, and those found in possession of them could face a class two misdemeanor charge that resulted in up to a 30-day jail sentence.
A growing number of fentanyl-related overdose deaths across Grand Forks and the surrounding state prompted lawmakers to make this legislative change. Fentanyl test strip decriminalization will now allow harm reduction programs to legally distribute these life-saving tools to residents, reducing rising death numbers and helping prevent the use of deadly controlled substances.
