To better address local concerns about underage substance abuse, Steuben County officials developed the Steuben Prevention Coalition. Since 1991, this initiative has worked with local organizations, including the Family Services Society and the Steuben Council on Addictions, to raise awareness about the dangers of underage substance abuse and provide resources to those in need.

The Steuben Prevention Coalition also offers various training and educational resources to local professionals to boost their prevention efforts. For example, the Drug Impairment Training for Education Professionals Course works with Steuben County school administrators and nurses to help them better identify students abusing drugs or alcohol and mitigate against future concerns.

Laws and Regulations Relating to Substance Abuse in Corning, NY

Back in 2021, the New York State Senate introduced SB S2966A, which created a new requirement for medical professionals prescribing a patient’s first opioid prescription. The new law, which went into effect summer of 2023, mandates doctors to prescribe Naloxone to patients at risk of opioid overdose who are receiving their first opioid prescription of the year. High-risk patients include those taking high-dose opioids, taking other high-risk medications, or having a history of substance abuse.

Naloxone is an opioid antagonist medication often used in the event of an opioid overdose to reverse deadly side effects. While there is a current New York standing order that allows pharmacists to dispense Naloxone to anyone at risk without a prescription, this mandate forces doctors to ensure patients possess Naloxone when using opioids to more proactively prevent deadly opioid overdose.
