Local Police Efforts to Curb Drug Problems in Cedar Knolls

Cedar Knolls residents have a new option for seeking help for drug abuse problems. The Morris County Courthouse is now a participating agency in the Police Assisted Addiction and Recovery Initiative (PAARI).

This program provides training, support, resources, and strategic guidance for law enforcement agencies to create non-arrest alternatives for drug treatment and recovery. When individuals seek help at a participating agency, they are screened by law enforcement and assisted by an Acenda Integrated Health certified Peer Recovery Specialist, who will provide guidance regarding how to obtain treatment and recovery services.

Morris County Experts Issue Warning on Surge in Opiate Overdoses

The Morris County Sheriff, Chief Detectives, and the Acting Morris County Prosecutor recently issued a joint statement addressing the area's surge in opiate overdoses, which are being fueled by a potent form of fentanyl that is circulating in the state of New Jersey.

In 2020, there were 78 opiate-related overdoses in Morris County. In the first three months of 2021, the county had already suffered 16 fatal opiate and 22 non-fatal opiate overdoses.

Law enforcement officials are taking a stand. Acting Morris County Prosecutor Robert J. Carroll is quoted as saying his office is "… resolute in its commitment to investigating and enforcing applicable state law, which calls for prosecuting distributors whose sales lead to drug-related deaths as first-degree offenders." These prosecutions would fall under the state's Strict Liability for Drug-Induced Deaths law, which states that anyone who manufacturers, distributes, or dispenses controlled dangerous substances is strictly liable for a resulting death and may face a first-degree felony.

New Jersey Marijuana Drug Testing Laws

On February 22, 2021, New Jersey Governor Philip Murphy signed into law the Cannabis Regulatory Enforcement Assistance and Marketplace Modernization Act (CREAMMA), which legalized adult recreational marijuana use.

This law prohibits employers from taking adverse action against an employee or job applicant due solely to a positive marijuana drug test. However, the law does not ban employers from drug testing for marijuana as long as one of the following circumstances exists:

Reasonable suspicion that the employee used marijuana while engaging in work responsibilities

The employee is showing observable signs of marijuana intoxication

The employee has been involved in a workplace accident
