In Carson and the rest of the state of California, unwed parents can establish legal paternity by voluntarily participating in the state's Parentage Opportunity Program (POP). According to the LA County website, the term "parentage" refers to the legal recognition of a parental relationship to a child. This can be done by signing and filing a Voluntary Declaration of Parentage (VDOP) form, which has the same effect and force as receiving a judgment of parentage from the courts.
