In an effort to create a link between children and their alleged fathers, the California Department of Child Support Services has developed a program with licensed clinics and hospitals to called the Paternity Opportunity Program.This program, with the cooperation with the mother and alleged father, establishes paternity even if the parents are not married, prior to the birth of the child. If paternity is in question, a prenatal DNA test is a court admissible paternity test that can be done during pregnancy.
By establishing who the father is prior to brith, it allows the child to have the same benefits as a child with married parents. When a child is born to a married mother, her husband is presumed to be the father, and both parents are put on the birth certificate, which confers several advantages. Some of these advantages include having both parents permitted to make medical decisions for the child, obtaining medical insurance from either parent, and inheritance rights.
