Local Initiatives to Help Curb Substance Abuse in Torrance, CA

In February 2021, the Federal Drug Enforcement Agency (DEA) announced the rollout of the "Operation Engage" initiative and its partnership with the Los Angeles Field Division. This comprehensive law enforcement and drug prevention initiative works to reduce drug use, abuse, and the spiking risk of a deadly overdose experienced across Los Angeles County.

The Los Angeles Field Division is one of 11 approved divisions participating in this national program, which addresses various preventive goals. The goals of "Operation Engage" include the identification of evidence-based community prevention efforts, connection of local public safety and public health efforts, and identification of the most impactful local drug varieties.

In the Los Angeles County area, officials have recently recorded a number of concerns involving fentanyl, a dangerous synthetic opioid, and its presence in counterfeit oxycodone pills. With this "Operation Engage" initiative, officials hope to more proactively prevent counterfeit pill sales and the potential risk of deadly overdose associated with them.

Laws and Regulations to Help Curb Substance Abuse in Torrance, CA

In 2018, the state of California enacted a statewide Naloxone standing order, which expanded easier access to Naloxone across the state and established the Naloxone Distribution Project. Through this statewide standing order, non-medical entities and organizations such as homeless programs, schools, and religious entities may apply to receive free Naloxone resources.

Naloxone is an emergency drug overdose treatment drug that is frequently used for the treatment of deadly opioid overdoses, not only in Los Angeles County, but across the nation as well. The increased access works to more effectively place Naloxone resources in the hands of county and community officials and reduce the frequency of opioid overdose deaths.
