Seneca, Pennsylvania - Drug Testing

Local Police Efforts to Address Drug Problems in Seneca

Seneca residents and others living in Venango County who are arrested for drug crimes have an opportunity to turn their lives around, thanks to the county's Problem Solving Court. This program is designed to enhance public safety and reduce criminal activity by helping substance abusers become drug and alcohol-free.

It's an abstinence-based, intensive voluntary program that involves mandatory substance abuse treatment, ongoing court appearances, and weekly face-to-face meetings with a supervising officer. Eligibility for the program is determined on a case-by-case basis. In 2020, there were 6 admissions into the program and 11 total discharges, with 64% of all discharges completing the program successfully.

Local Government Efforts to Address Drug Problems in Seneca

The Venango County Drug and Alcohol Program was established to help curb alcohol, tobacco, and illegal drug use among area students as well as the general public. It does this through communication, education, and providing alternative activities. Some of the primary programs offered include the "Too Good for Drugs" program, presented to local fifth-graders, Project Alert, which is geared towards teens, and outreach services for individuals of all ages who are at high risk for contracting communicable diseases resulting from substance abuse and injection drug use.

Substance Abuse Trends and Statistics for Pennsylvania

While the COVID-19 pandemic was blamed for surges in drug overdose deaths across the nation in 2020, the number of deaths continued to rise in 2021. In fact, there was a 15% year-over-year increase nationwide. In Pennsylvania, overdose deaths rose by 3.5%.

This number may not seem like a shock, but it places Pennsylvania third in the country for fatal overdoses, behind California and Florida. In 2015, the state had 26.2 drug overdoses per 100,000 people. By 2021, this number had increased to 42.4 per 100,000.
