In Texas, there are two ways of establishing paternity. For parents that agree about paternity, signing an Acknowledgment of Paternity (AOP) is the easiest and fastest way of establishing paternity. To complete and file an AOP, parents should work with an AOP-certified entity that the Office of Attorney General trained.

When either party is not cooperative, the Office of Attorney General (OAG) can file a petition to the court to establish paternity. If this happens, the court will ask the alleged father to take a DNA test. Once the DNA test results are back, the OAG can finalize the paternity order.

DNA test reunites Texas brothers with mother after 46 years

It took 46 years to reunite with their mother, but Anthony and Raymond could finally hug and kiss her after a DNA test paved their path back to her. They were born in Puerto Rico to a couple who split up when the kids were less than a year old. Elsie, their mother, moved to Massachusetts, and the father gave Anthony up for adoption and took Raymond to Texas.

When Anthony got older, he became curious about his birth family and got in touch with his father’s ex-wife, who connected him to the brother. The brothers thought their birth mom might be dead because everyone told them so, but they did not want to believe it and continued the search.

Eventually, Anthony took a DNA test and matched with Elsie’s cousin. The cousin connected him with their mother, and Anthony got her Facebook. In the restroom at the mall, Elsie cried out with joy when she listened to the voicemail from her son and called back right away.

Elsie still lived in Massachusetts and had seven more children over the years. Anthony and Raymond met her in Texas, where they all spent several nights losing sleep while they caught up and got to know each other better. Elsie said it does not matter how old they are; they are still her babies. Now that the brothers have been reunited with their mother, they are also planning to meet their half-siblings.
