The coalition is a non-profit organization that raises funds to help ensure local residents have access to substance abuse support.

Some of the goals of CAASA include the promotion of alcohol and drug-free workplaces, assistance for substance abusers and their families to achieve a drug-free life, and the expansion of school-based substance abuse prevention programs. Mobile health buses and overdose awareness education are also made possible through partnerships with local organizations, such as health and law enforcement groups.

To address ongoing issues of opioid abuse across the state of Maryland, Governor Larry Hogan signed the Heroin and Opioid Prevention, Treatment, and Enforcement Initiative in 2017. This initiative enforced numerous laws that were put in place to address the opioid crisis from multiple angles, from outdated health care practices to updated laws regarding drug offenses.

One of the new laws signed under this initiative included the Distribution of Opioids Resulting in Death Act. Under this legislation, prosecutors are allowed to seek an additional 10-year jail sentence for dealers who knowingly sold Fentanyl-laced heroin that resulted in the overdose of multiple individuals. The initiative also included the Prescriber Limits Act, which only allows health professionals to dispense an opioid prescription strength with the lowest effective dose possible for a patient.
