Local officials have developed the Harris County Residential Treatment Center (HCRTC) to help Highlands, TX residents experiencing substance abuse issues. The HCRTC program admits individuals based on present risk-level and gender. Before admission, residents are assessed to determine if they will require a low, moderate, or high-risk-focused program, ranging from 100 to 300 hours of treatment. The program is open to all Harris County residents aged 17 or older.
