Local officials have developed the Harris County Residential Treatment Center (HCRTC) to help Highlands, TX residents experiencing substance abuse issues. This 570-bed residential program uses evidence-based treatment to better address each individual's specific needs. These needs can range outside of substance abuse to also include criminal attitudes, criminal personality characteristics, and family issues that are contributing to addiction.

The HCRTC program admits individuals based on present risk-level and gender. Before admission, residents are assessed to determine if they will require a low, moderate, or high-risk-focused program, ranging from 100 to 300 hours of treatment. The program is open to all Harris County residents aged 17 or older.

Government Initiatives Relating to Substance Abuse in Highlands, TX

With opioid addiction and overdose concerns spiking in recent years across Highlands, Harris County, and the surrounding state of Texas, state officials established the Texas Targeted Opioid Response (TTOR) initiative in 2017.
